The Road Administration of Beijing Municipal Commission of Transport said that the capital will unveil its plan to charge a congestion fee for vehicles around December 20, the National Business Daily reported on Wednesday.

The plan has been approved by the State Council and will be revised and improved by the local government within two weeks. The plan will then be implemented after the public is invited to comment on it.

The Beijing Municipal People's Government said Tuesday in a circular that it aims to take economic measures to ease the traffic congestion and control the pollution caused by motor vehicles.

Qiu Baoxing, vice-minister of housing and urban-rural development, suggested in an article published on the website of the ministry earlier this year that charging a congestion fee will be the most effective solution to the traffic problems in Beijing.
