Automakers cash in on export base for going global

In 2009, China's auto market recovered comprehensively and the output and sales both realized a rapid growth, but China's auto export was still gloomy. To our joy, the export trend has been gradually better and better since the beginning of this year.
According to the data from January to September from the General Administration of Customs, we can see that the tendency of depression of auto export in last year has ended and a recovery growth appears. From January to September 2010, the accumulated import and export amount of China's auto products reached $78.148 billion, up 65.65 percent year on year, in which the export amount is $37.367 billion, with a year-on-year growth rate of 44.94 percent. From January to September, 404,700 automobiles have been exported accumulatively, with a year-on-year growth of 62.54 percent.
At the "Development Strategy Seminar on China's Automobile Internationalization" held in Anting, Jiading, Shanghai on November 29, Shi Jianhua, Deputy Secretary-General of China Association of Automobile Manufacturers, stated that the growing tendency and confidence of automobile export were both recovering gradually. It is not only related to the relevant supportive state policies, but also closely to the development of the export base of auto and parts and accessories in all countries.
Since August 2006 when eight cities became the first batch of China's nation-level export base of auto and parts and accessories, many cities have entered their team, continuously improving the essential platform that supports China's auto industry to "go abroad".
For example, Shanghai opened its export base in June 2008, till now, it has basically built a platform for producing, manufacturing, education, R&D, and public services. It will take measures like attracting R&D enterprises to settle down in the export base, supporting the growth of independently innovative companies to strengthen the technological base of auto enterprises for export; it introduced CAPAC Chain and APSIS and other companies to speed up the e-business and physical network development of auto and parts and accessories trade and expand the export base's reaction volume; by international expositions and enterprises' overseas sales systems and other "going abroad" strategies, it tries to enlarge the impetus for enterprises to exploit international markets and promote the export; it also improved the development of service system on intellectual property rights protection, education and training, QS certification, law and policy consulting and logistics optimization, etc.
As the auto export tendency grows better, Shi Jianhua suggests that China should seize the opportunity and use the platform of export base to help China's auto enterprises to go abroad more effectively. Presently, China has become world's largest auto market, and almost all the internationally renowned car-makers are gathering in China, the internationalized competition atmosphere has been quite dense in domestic market. However, the issue whether China's auto industry can really go overseas and whether China's auto industry can realize internationalization will decide whether China's auto industry can grow from scale to strength.
Shi Jianhua suggests tapping three new platform roles of the export base.
The first role is as the public service platform. The developing direction of nation-level export base is to become a demonstrative platform, by which China's auto industry can innovate independently, standardize export orders and protect intellectual property rights; give emphasized support to enterprises' independent innovation, technical reform and development of new energy vehicles and key parts and accessories; and play the role of the base as an important carrier of global auto industry transfer and international exchange and cooperation. The export base has built public service platforms for technological research, information service, product certification, test and examination, personnel training, etc.
Under the guidance of policies, the perfect public service platform can provide a series of export services like technological consulting, information service for auto companies and parts and accessories businesses, and help the latter commence export business.
