4 suspects detained in Henan truck rollover accident that killed 8 villagers

Four suspects related to the truck rollover accident that killed eight people and injured 11 while they were picking up garlic cloves in Shangcheng county, Central China's Henan Province, on September 15 have been detained and will be investigated for their legal responsibilities, the provincial public security traffic corps announced on Wednesday. 

The violation of a series of traffic laws by the 47-year-old perpetrator driver, named Jin Rongchun, is supposedly the main cause of the traffic accident and Jin will therefore shoulder primary responsibility for the tragedy. 

Jin drove an overloaded heavy truck with inadequate safety precautions at a speed exceeding the designated limit. What's more, he failed to observe the road condition and adopted inappropriate measures when the emergency happened. 

Meanwhile, the internal chaotic management of the transportation company was also an indirect cause of the accident. 

Another indirect cause was that the design, construction and supervision of the road where the accident occurred did not meet the relevant technical standards. 

And imperfect traffic safety facilities such as traffic signs, line markings and fencing resulted in road traffic safety hazards. 

The road guardrails that were damaged in a traffic accident earlier that day were not dealt with in a timely manner also posed a hazard. 

In addition to Jin, three other related suspects from the transportation company have been detained.
