A national residence permit system should be established to provide better services for migrants living in cities, a top official said Friday.
Zhou Yongkang, a senior leader of the Communist Party of China (CPC), said at a social management meeting that the system should be set up and implemented at the earliest possible date.
The system could aid migrants in obtaining employment, health care, housing, social security and education, said Zhou, a Standing Committee member of the Political Bureau of the CPC Central Committee.
The system could also help to eliminate discrimination against migrants in cities, he said.
The system should balance the needs of the migrant population, urbanization and cities' service capacities, Zhou said.
Zhou also called for better treatment for mental patients, HIV carriers and drug addicts.
He called for reconstruction and expansion projects for existing mental hospitals, anti-viral treatment centers for HIV carriers, hospitals for infectious diseases and rehabilitation centers for drug addicts, as well as the construction of new ones.
He also told relevant government departments and officials to provide better services for convicts who are newly released from prison, as they need help to fully integrate into society.
Efforts should be made to prevent juvenile delinquency and to give delinquent youngsters proper corrective education, Zhou said.
A sufficient number of special schools for young offenders should be established and textbooks, teachers and education quality in the schools should be improved, he said.
Zhou also called for more mediation organizations to deal with disputes in professional fields, particularly disputes involving medical services, transportation and labor relations, since the solving of such disputes requires better policy understanding, as well as professional and technological knowledge.
He also asked government departments to strengthen comprehensive services at the community level.
Service platforms at the city and county levels should focus more on emergency responses, while villages and communities should set up their own service platforms to provide timely, convenient and high-quality services for the public, Zhou said.
The CPC Central Committee has attached great importance to improvements and innovation in social management over the last five years and relevant work in China has yielded positive achievements, he said.
He stressed efforts to adhere to the CPC's leadership, improve people's livelihoods and engage in precautionary work to reduce disputes in social management.
He also asked officials to innovate and to encourage the public to take part in social management.
He said relevant work should be carried out in a legal and scientific manner.
