South China's Guangdong Province is establishing organ procurement organizations (OPO) and will publish the names of those organizations and their services by October.
The provincial department of health said that 80 medical personnel will receive training and become coordinators working at the new OPOs.
Zhang Wei, a department official, said as Guangdong has a large demand for transplants, it will create several OPOs.
Information on organs collected by OPOs will be recorded in their system, and hospitals would be given priority in obtaining the organs, Zhang said.
The central government in August issued a rule to prevent human intervention and ensure fairness and transparency in organ distribution.
The rule stipulates that organs must be obtained by OPOs authorized by provincial health authorities, and distribution of the organs must be done through the China Organ Transplant Response System.
OPOs will input the clinical data of donors and organs into the system, and strictly follow directives regarding organ distribution automatically given by the system and ensure all transplantable organs are traceable.
The rule also states that no organization or individual may distribute donated organs without going through the system.
