Beijing mulls smoking ban

The Beijing government offered a draft regulation that bans smoking in public places and the use of public funds to buy cigarettes up for public consultation on Friday.

Cigarettes must not be provided or presented as a gift in official events, said the regulation, which also bans using public funds to buy cigarettes or related products, the Xinhua News Agency reported.

Those who smoke in public places such as hospitals or schools will be fined as much as 200 yuan ($32), said the regulation. It also bans any form of promotional activities or advertising for tobacco.

China is the world's largest consumer and producer of tobacco, which is a State monopoly, and nearly 30 percent of China's over 1 billion adults are smokers.
