Local government in Vietnam's Ha Tinh Province has been cooperative in the evacuation of Chinese workers, despite efficiency issues, sources told the Global Times.
This evacuation, which was planned and executed in three days after a work group arrived in Ha Tinh, was conducted smoothly.
"Almost all the requirements we asked for were accepted by the local authorities," said the source.
However the local government was not cooperative in the beginning, the source noted.
"There were basically no police officers or military soldiers guarding us when the protests happened," a worker who was right on the spot told the Global Times. "What's even worse, in the first three days after the violent incidents, the mob was just let inside looting, smashing and burning," said the worker.
"They must have realized what serious consequences their attitude has brought," a facilitator to the evacuation operation told the Global Times.
During the riots, almost all ambulances in Ha Tinh were deployed. Police cleared the way for the medical vehicles and each bus was allocated with at least one security guard.
The facilitator said Vietnam wanted to offer their own planes to send injured workers back to China in the beginning.
"The decision-making system was inefficient. We eventually demanded to use our own planes," he said.
Similar things took place when Chinese vessels were sent to rescue the workers at Vung Ang port in Ha Tinh. Local authorities insisted that the hydrological conditions of the port were not appropriate for Chinese ships to anchor, a statement they later withdrew.
