Zhang Gaoli said more work should be done on the 13th Five-Year Plan, China's development blueprint for years from 2016 to 2020.
He made the remarks during an inspection to south China's Guangxi Zhuang Autonomous Region from Wednesday to Friday.
In the plan, development should be put as the top priority. More work should be done to boost sustainable economic growth through improving macro economic control, and allowing consumption and investment to play their roles, Zhang said.
China will continue with its strategy to achieve development through innovation, maintain medium to high speed growth, and improve its economic growth quality, according to Zhang.
The country will continue to coordinate rural-urban development, expand new space for development and cultivate new engines for development, Zhang said.
China will continue with reforms and opening up to eliminate mechanisms that restrict economic and social growth, he said.
Environmental protection should also be highlighted through boosting low-carbon development and fighting pollution in air, water and soil, Zhang said.
He also stressed the fight against poverty to make sure reforms benefit more people in a fair way.
During the trip, Zhang visited renovation of run-down housing in Nanning, capital of Guangxi.
