China's top legislator
Zhang Dejiang on Wednesday commended fellow lawmakers for supporting and promoting the comprehensive deepening of reform in accordance with the law through legislation and oversight.
Presenting a work report on the National People's Congress (NPC) Standing Committee to almost 3,000 lawmakers, Zhang said the top legislative body had remained committed to advancing reform on the basis of the rule of law and strengthening the rule of law through reform.
According to Zhang, the top legislature granted authorization to trial reforms to provide the necessary legal basis and support.
One such case cited by top legislator in his report was a stock listing reform approved by the NPC Standing Committee in December last year to change the listing system on the Shanghai and Shenzhen bourses from approval-based to registration-based. Earlier report said the reform could be launched this month at the earliest.
Meanwhile, the NPC Standing Committee carried out a coordinated effort to revise similar or related stipulations across certain laws, and heard and reviewed reports on the progress of reforms from the State Council, the Supreme People's Court, and the Supreme People's Procuratorate.
"Through our efforts in legislation and oversight, we have ensured that all of China's major reforms have a legal basis and are carried out soundly," Zhang said.
