"Residents also need to do their part by acting responsibly," he added.

According to Zhang Yong, assistant manager at the Jinshan City Amusement Park, where one of the drowning incidents occurred, the last check was conducted by the authorities last week, and no problems with its site, including its beach area were noted.

"We have a board at the entrance of the swimming area warning people with any physical conditions to proceed at their own risk," he told the Global Times Wednesday. "There's also a warning sign further out that tells swimmers not to go any farther as the tides get stronger.

"The beach area is quite large as it was initially designed as a public area, so the reality is that it's difficult for us to make sure all visitors obey the rule."

Zhang, however, also admitted that the amusement park is in the process of negotiating compensation with the family of the victim.
