Global Times: The overall gap between China and the US is getting smaller. Do you think the two countries will have more strategic conflicts than strategic cooperation? Do you think the two countries will create a new mode that will constrain conflicts effectively?
Qin: The narrowing gap between the US and China doesn’t necessarily lead to more conflicts. Both sides could commit to building a mechanism to ward off the possibility of conflict. Different from the confrontation between the US and the Soviet Union, the threats they face now are not from their counterparts. They share some common threats. The two sides shouldn’t expand their conflicts, but restrain and solve them in some kind of mechanism. When Obama took office, the Sino-US relationship began to warm up, and the high-level dialogues have been held. These are good ways to solve conflicts.
