Global Times: Compared with his predecessors, Barack Obama is the first US president to visit China in the first year of his term. And high-level officials from both sides have interacted frequently in this year. Do you think it means that the US’ policy on China has changed? Or is it’s Obama’s expedient measures due to the financial crisis?
Yang: I think it’s neither strategic change nor the expedient measures. US has a systematic planning on polices to China and East Asia which barely changes due to regime shift. With the financial crisis sweeping over the globe, Obama administration has to face a series of challenges like nuclear problems in Iran and North Korea. Meanwhile as China is developing, US has to pay more attention to it. On one hand, US is precautious against China and on the other, it hopes China to take more international responsibility.
