Global Times: Military exchange between the US and China is significantly lagging behind bilateral relations in economic and political exchanges, and could restrict the stable development of US-China relations. How can we improve in that regard?
Nye: I would like to see considerable increasing military-to-military visits and cooperation. I think it helps both our countries if we have better contacts between our militaries so we have a better understanding of each other. One of the dangers is when either side in Beijing or Washington gets angry about some issue, they tend to think of cutting back on military contacts is a good way to signal their disapproval, but the negative result of that is either or both are losers for it.
