A female urban management team was established in Lujiazui, East China’s Shanghai. The team includes 12 women, who have a bachelors or a higher degree. Compared to male urban management officers, the female officers can enforce the law more gently and do a better job when resolving conflicts, says the team leader. (Photos: Yang Hui/GT)
