In response to a question regarding The Military Balance 2015, a report published by The International Institute for Strategic Studies in Britain that claimed China lacks transparency in its growing military spending, Chinese foreign ministry spokeswoman Hua Chunying said on February 12 that the development of China's national defense aims to safeguard national unity, territorial integrity and development interests. It answers a need for preserving world and regional peace and security. In 2014, China's military spending accounted for less than 1.5 percent of its GDP, not only lower than that of major countries in the world, but also lower than the world average of 2.6 percent.
