Another hard-hit Chinese city in the coronavirus outbreak, Xiaogan in Central China's Hubei Province, has banned residents from stepping out of their homes and said violators would be detained for a maximum of 10 days.
Xiaogan reported a total of 70 deaths and 3,279 confirmed cases, including 210 clinically diagnosed cases, as of 24:00 Sunday, the new data showed. Xiaogan is about 70 kilometers away from Wuhan, the epicenter of the outbreak.
The leveled-up measure in Xiaogan asks all urban residents to stay indoors and rural villagers are prohibited from loitering, visiting or gathering. Those who involved in the prevention and control of the epidemic should travel in accordance with the designated time and route. Those who violate the order will be detained for no more than10 days.
All vehicles including motorcycles, electric bikes, bicycles and tricycles are prohibited from driving on the road. Only vehicles for special purposes, such as ambulances, fire trucks or vehicles transporting daily necessities, can be seen out of the road.
All the other vehicles without a permit will be held by traffic police, and drivers will face 10 days of detainment and a fine of 500 yuan if they break the order. Those who do not obey the traffic management rules may have their driving licenses revoked.
The order also says all public venues need to close except stores that offer daily necessities. Pharmacies, designated supermarkets, hotels and markets are open but need to strictly control the flow of people and get customers' temperature taken. Shop owners who violate the order shall be detained for no more than 10 days.
Communities and villages in Xiaogan will set up patrol teams to make sure the order is strictly implemented.
The central leading group of the epidemic prevention and control has instructed hard-hit cities in Hubei such as Xiaogan and Huanggang to carry out equally strict measures in surveillance, quarantine and treatment.
Hubei Province reported 1,933 new cases of novel coronavirus pneumonia as of 24:00 February 16, with 100 new deaths and 1,016 cases of recovery. The total number of infections in the province climbed to 58,182, with 6,639 recovered and 1,696 dead.
