China must comprehensively and accurately implement the "one country, two systems" policy, and the policy that brings a high degree of autonomy to Hong Kong and Macao SARs; establish and improve the legal system and enforcement mechanism for the safeguarding national security in SARs, and implement the constitutional obligations of the SAR govts.
