Co-leaders from Guangdong and Macao to chair in-depth cooperation zone in Hengqin

Leaders from Guangdong and Macao SAR have been appointed as the co-leaders of the in-depth cooperation zone in Hengqin, the southern part of Zhuhai City in South China's Guangdong Province, after China issued a plan to establish a Guangdong-Macao cooperation zone in the region.

The latest move comes after Chinese government unveiled a plan earlier in September, which aims to promote the zone as a new platform to boost Macao's targeted economic diversification.

Ma Xingrui, the governor of Guangdong and Ho lat Seng, the chief executive of the Macao SAR have been unveiled as the co-leaders of the in-depth cooperation zone in Hengqin. An appointed committee will make overall decisions on major plans, policies, and personnel appointments, according to the official website of the in-depth cooperation zone.

"It shows the zone has entered a new stage of full implementation and acceleration," said Xinhua News Agency on Friday.

The plan, made public on September 5, aims to make the zone a space that provides benefit to Macao residents through improving quality of life and creating new employment opportunities, building on the successful "one country, two systems" model as well as a new high ground for building the Guangdong-Hong Kong-Macao Greater Bay Area, the Xinhua News Agency reported.

With a series of measures from tax breaks to a new mechanism for market access, the plan sets the goal for the zone to fully demonstrate the strong vitality and strength of "one country, two systems" by 2035, when the goal of Macao's targeted economic diversification will be achieved, according to Xinhua.

The in-depth cooperation zone is committed to enhancing the flow of technologies, talent, funds and information, pushing for its rules and mechanisms to compliment the current system in Macao and align with international best practice, Ho Iat Seng from Macao said on September 11, stating that the zone is expected to become a new benchmark for a new era of opening-up.

The Macao and Guangdong governments have decided on a plan for instituting organizations tasked with the new zone development and management, and have submitted the plan to the leading group for the development of the Guangdong-Hong Kong-Macao Greater Bay Area, Ho revealed, adding that the Macao SAR government has assigned a number of young and capable civil servants to the new zone's executive committee.
