Li said that she ordered delivery at 4 pm but had not received her food at 5 pm when the power went out. It was quite hot outside, so she worried that the delivery man would get a heat stroke if he needs to climb 25 flights of stairs to reach her home. She found the ropes that her dad used on the construction site, hung it down to the first floor where no one was walking by.
