As chemical parks are developing rapidly in China, they have revealed a number of environmental management problems and hidden dangers, such as a variety of enterprises and pollutants. The Shanghai Chemical Industry Park is one of the seven major petrochemical industrial bases in China, and SUEZ, as one of its closest partners, has introduced and provided the third-party pollution-control service to the park since its inception.
SCIP Sino French Water, a joint venture established by SUEZ and SCIP Development Company in Shanghai Chemical Industry Park in 2002, provides water supply and sewerage services to the park. In 2003, the partnership was extended to include hazardous waste disposal service. This was followed by the joint establishment of the Water Research Center and Waste Research and Development Center as well as the development of an artificial wetland project.
On the special occasion of the 20th anniversary of the cooperation between SUEZ and SCIP Development Company, Steve Clark, CEO of SUEZ Asia and Zhu Jian, vice president of SCIP Development Company shared its achievements, success over the past 20 years,innovative technologies and future developments of their cooperation in an online interview.

Q: With 20 years of cooperation, what do you see as the outstanding achievements and highlights, and what are the contributions that have been made to the chemical park?
A: Together with SUEZ, we provide integrated support services for industrial water, wastewater treatment and hazardous waste disposal in a centralized manner for the park. After more than 20 years of development, our joint venture SCIP Sino French Water has also become a very important part of the park's environmental management and circular economy. It also guarantees the long-term stable discharge of the park's production wastewater to standard through advanced treatment technology and a perfect management system. We have developed a wealth of practical experience in the separate collection and disposal of wastewater in the park, the real-time monitoring of the entire water quality process and emergency treatment, Zhu said.
According to Zhu, the achievements of SCIP Sino French Water's 20 years of development not only reflect the advantages of the integrated model of the park in terms of professional management and stable operation as well as economic efficiency, but also have achieved remarkable results in pollution control, energy savings and emission reductions. They have helped the park to achieve the goal of reducing the total amount of pollutants, and also to make a positive contribution to ecological and environmental protection. SCIP Sino French Water was awarded as an advanced unit in the national petrochemical industry for environmental protection, which has played a positive role as a leading model in the industry.

Q: The two sides have accumulated a large number of honors and achievements during the 20 years of cooperation, what are the experiences that have led to success?
A: Shanghai Chemical Industry Park is a very successful example of a Chinese chemical district and also a collaborative team as we started with a win-win model. With a joint venture relationship. It is very important that we introduce suitable solutions into the park all with mutual respect for each other's views, Steve said.
Meanwhile, we share common values, and it is highly compatible in our business and development philosophy. We all have a long-term perspective and do not prioritize short-term interests, but we are committed to continuously creating value for our customers, for the park and for the community, Zhu said.
Moreover, we all attach great importance to continuous innovation, and we are constantly increasing efforts in research and development, jointly setting up a water research center and a waste research and development center to promote the application of new technologies and processes, as well as the empowerment of digitization and intelligence , and always ensuring that our treatment and management levels reach the world's advanced standards.
Q: As the national standards for water and wastewater treatment keep increasing, in order to achieve the country’s "double carbon" goal, Is there any cooperation on innovative technologies?
A: Green and low-carbon development has also become a new theme in the chemical industry in order to promote the achievement of the country’s “double carbon” goal. Relevant plans have been formulated in the Shanghai Chemical Industry Park and some of the work has been launched, including strengthening the synergistic treatment and recycling of wastewater and waste, promoting pilot demonstrations of near-zero emissions, and strengthening the application of new energy-saving and consumption-reducing technologies in order to improve the efficiency of energy use and the water of energy-using equipment. Take active measures in the use of new energy sources, resource recovery and recycling, and logistics to contribute to the accelerated achievement of the "double carbon" target, Zhu said.
As a key player in the environmental sector, SUEZ is committed to developing solutions that are 100 percent sustainable. We have international expertise and experience in worldwide, such as in the south of France, where we have transformed a sewage treatment plant into a "Biofactory” that not only treats wastewater but also produces new resources, such as biomethane, synthetic methane, heat, electricity, green hydrogen, reused water. We will continue to work with more partners, not only to reduce greenhouse gas emissions, but also to increase investment and research and development in technologies related to emissions reduction for our customers, in order to do our utmost to contribute to sustainable development and benefit the climate in China ,Steve said.
Q: SUEZ has been rooted in China for nearly 50 years, will SUEZ continue to invest and cooperate in the Chinese market? Will the main business still be in the direction of water and waste management sectors?
A: “In September 2022 SUEZ will announce the new strategy. We will continue to invest unswervingly in China and increase our business in two specific areas, water and waste, because under our new shareholder structure, SUEZ considers China to be a very important market and a crucial part of our global business, and this will not change. Not only because of the assets, including direct investments, but also because of the team, as we have a considerable team of professionals in China and we already have many good partners in China and will continue to look for new ones in the future. The focus in China is still on environmental services and we hope to expand our services in the environmental market in China”, Steve said.
