According to officials, Binhai New Area will seize this opportunity to take the lead in removing several high-end equipment manufacturing field access restrictions, relax some service trade restrictions, and explore the establishment of various types of negative lists based on the city’s strategic needs.

From the beginning of 2022, Binhai New Area has launched 26 "one thing" service scenarios, intelligent approval matters up to 41, imported goods "ship-side direct lifting," and export goods "arrived at the port directly loaded" mode. The import pick-up time has been compressed to 1.5 hours and the export time has been reduced to three days on average. On this basis, Binhai New Area continues to explore the new mode of "intelligent approval + intelligent supervision," optimize the green channels for drugs in urgent clinical need, and upgrade its "experts + butler" service. At the same time to explore the Beijing-Tianjin-Hebei region to create a cross-regional trading platform for elements, to promote international trade "single window" interoperability, accelerate the expansion of FT accounts and other functions.

Relying on the foundation of the real economy, Binhai New Area has developed an integrated economy, platform economy, offshore economy, promotes integrated R&D design center, the construction of "five centers, " including the bonded processing and manufacturing center, bonded logistics distribution center, bonded testing and maintenance center, and bonded sales service center , created integrated application scenarios focused on the introduction of a number of transaction and settlement type Platform enterprises, and promoted the transformation of "channel economy" to "local economy."
