Chinese mainland to conduct anti-dumping measures on polycarbonate imports from island of Taiwan

The Chinese mainland will conduct anti-dumping measures related to polycarbonate originating in the island of Taiwan from Tuesday, with a deposit to be paid for imports, the Ministry of Commerce (MOFCOM) said in a statement on Monday.

The anti-dumping investigation started in November 2022. The MOFCOM on Monday preliminarily concluded that there was dumping of imported polycarbonate originating in Taiwan, which materially harmed the polycarbonate industry in the Chinese mainland. There is a causal relationship between dumping and material harm.

From Tuesday, import operators shall provide the corresponding deposit to the mainland's customs when importing polycarbonate from Taiwan, with a ratio ranging from 16.9 percent to 22.4 percent. 

The import tariff rate for polycarbonate imports from Taiwan to the mainland was zero in 2018-2022, the investigation period, the MOFCOM said in a detailed document of the investigation.

Polycarbonates are used in electronic appliances, as well as the plate, film, automotive, optics, packaging, medical equipment and security fields.

According to statistics from the General Administration of Customs, the volume of polycarbonate imports from Taiwan accounted for 23 percent of the mainland's total imports in 2022.
