China has made multiple measures in promoting the international cooperation of technological innovation, including facilitating intergovernmental cooperation, deeply participating in global technological governing system and stepping up the opening-up of technology sector, China's vice minister of science and technology Zhang Guangjun said on Monday.
China's door for technological opening-up and cooperation will open wider, and the country is willing to join hands with other countries to create an open, fair, justice and non-discriminative environment for technological development, Zhang said at a press briefing of the State Council Information Office on Monday.
"China is an important participator of frontier global innovation and an important contributor in addressing global common issues," Zhang said. He noted that examining the journey of China's opening-up, the technological sector always takes the lead.
China has built up multi-layer, comprehensive international cooperation technological system with broad coverage, Zhang said.
So far, China has established technological partnerships with over 160 countries and regions, signed 117 intergovernmental agreements and conducted pragmatic cooperation with individual countries in such sectors as climate change, clean energy and life health, according to Zhang. In particular, China's Ministry of Science and Technology has provided 35 technological cooperation results for Chinese leader's diplomacy activities.
Also, China has contributed "Chinese wisdom" to tackling human challenges. So far, China has joined more than 200 international organizations and multilateral mechanisms, and is deeply involved in a batch of nearly 60 international major science plans and major scientific projects, including the international thermonuclear fusion experimental reactor and the square kilometer array radio telescope, according to Zhang.
The China-proposed Belt and Road Initiative (BRI) is also set to play a bigger role in promoting technological innovation along BRI partner countries, Zhang said.
In mid-October, China launched the Global Artificial Intelligence (AI) Governance Initiative at the the third Belt and Road Forum for International Cooperation (BRF) in Beijing, offering an open, inclusive and fair approach for the development, security and governance of emerging artificial intelligence technologies and services.
In terms of creating an open innovative system, China has piloted the set-up of global scientific research fund, and encouraged and support international scientists to conduct research on scientific issues facing global challenges, Zhang said, noting that China is also in active move to promote the smooth flow of innovation elements such as talents, technology, capital, and data.
At the press briefing, Chinese officials also introduced the preparation for the first Belt and Road Conference on Science and Technology, which is scheduled to be held on November 6 to 7 in Southwest China's Chongqing Municipality.
