Xiong'an New Area works out detailed policy measures to attract talent

Providing high-quality educational and medical resources, Beijing is helping the new area establish three schools and one hospital.

On completion, the schools and hospital will be supported by Beijing's No 4 Middle School, Shijia Hutong Primary School, Beihai Kindergarten and Xuanwu Hospital.

Xiong'an New Area, China's "city of the future", unveiled 16 policy measures on Tuesday including subsidies and incentives for attracting various categories of talent such as leading experts, skilled professionals, and young talent.

The initiative focuses on the development of industries in areas like next-generation information technology, modern life sciences and biotechnology, new materials, aerospace information, green energy, and financial technology.

The measures detail that they will introduce top scientists to work in Xiong'an and provide them with research funding of between 20 million to 50 million yuan, with an award of living subsidy of 3 million yuan, as well as a house of no less than 200 square meters in size.

For talent in the key technologies which unify the upstream and downstream supporting facilities, the measures said it will support them with financial support of up to 50 million yuan.

For those winners in the skills competition, the region will also offer subsidies of 200,000 to 1 million yuan. Talent from overseas countries will also be awarded with services such as medical care, education, finance, travel, and accommodation.

Xiong'an is another new area of "national significance" following the Shenzhen Special Economic Zone and Shanghai Pudong New Area, according to a master plan released by China's central authorities.

Xiong'an also introduced the points-based system on January 1, 2021 with more detailed guidance issued on December 31, 2021, aiming to attract more talent to settle in the region. In 2022, 324 people had qualified for settlement through the points-based mechanism, marking the first group of eligible workers under the system.

China strives to make breakthroughs in science and technology via the advancing computing power of artificial intelligence (AI) that has seen explosive growth in the country.

China has announced the establishment of a central commission in charge of reviewing major national strategies for scientific and technological development, one of the most powerful changes to the country's innovation system in decades and which paves the way for the rollout of more policies to achieve core technological breakthroughs.

The commission's establishment, part of a series of recently announced institutional reforms, is also seen by many as a response to a toughening crackdown from Western countries targeting China's tech companies to break Western countries' scientific blockade in pursuit of "self-reliance" in the tech sector.
