China’s MIIT to discuss AI exchanges and communication with the US side based on the result of China-US Summit: official

China's Ministry of Industry and Information Technology will discuss artificial intelligence (AI) exchanges and communication with the US side based on the result of China-US Summit in San Francisco, Liu Bochao, an MIIT official, said at a seminar in Beijing on Friday.

"Both China and the US are major countries in AI development, and it is necessary for both sides to strengthen communication and coordination to promote the development of AI to the benefits of all mankind," Liu said. At the summit concluded last week, Chinese and US leaders agreed to start China-US government talks on AI. 

According to Liu, China has the world's largest consumer and industry application market in AI, with multiple drives especially in terms of the broad application scenario. 

"We sincerely hope that China, US could deepen communication in AI, such as supporting the cooperation between research institutes and enterprises from both countries. We also welcome US multinationals to co-build AI research institute with Chinese peers in China, to create global innovative platform, accelerate tech innovation and jointly promote the innovative and healthy development of AI," Liu noted.

China has been leading in coordinating the development of AI with proper supervision. 

In July, Chinese regulators unveiled management measures on AI-generated content (AIGC), which took effect in August, making the country one of the first in the world to make a regulation on the fast-developing industry and laying the foundation for China to participate in the administration of the global AI industry.

Gao Lin, an official at the Cyberspace Administration of China, told the Global Times at the seminar that to date, over 30 AI big models developed by Chinese firms have completed the filing process with cyberspace regulators, with some already open to the public. There are another 10 more on the filing process. 

"We're also promoting the establishment of a Chinese linguistic database, carrying out works in collecting and processing Chinese language, and are planning to publicize such information," Gao disclosed. He said that at the same time, Chinese authorities are also organizing researches and formulating the standards of safety evaluation on AI big models. 

Gao noted that China has released two technological documents in recent days on the labeling and safety requirement of AI, providing further references to stimulate the development of AI in China.
