Global Security Initiative an international consensus, advances fruitful cooperation results: report

The Global Security Initiative (GSI) has rallied international consensus for safeguarding world peace and stability, and has consistently advanced global security cooperation to achieve fruitful results, according to the report on the implementation progress of the GSI released in Beijing on Thursday.

The report was officially debuted during a ceremony hosted by the China Institute of International Studies (CIIS). The institute completed the report based on its review of the evolution of the GSI’s concept, the responses from the international community, as well as the enhancement of cooperative mechanisms and platforms.

Chinese Foreign Minister Wang Yi delivered a written speech during the ceremony. Wang noted that since the GSI was proposed two years ago, China has adhered to the concept of building a community with a shared future for mankind, and has worked together with the international community to achieve a series of cooperation results in traditional and non-traditional security fields, injecting strong momentum into world peace and stability.

Chen Xiaodong, Vice Minister of Foreign Affairs, said during the ceremony that facing the complex international and regional security situation, the GSI will show greater potential in global security governance in the future. China is willing to work with all parties to firmly promote the implementation of the initiative, strengthen international security exchanges and cooperation, and inject more stability into the turbulent world, Chen said.

According to the report, in the past two years, the GSI has garnered support and acclaim from over 100 countries and regional and international organizations, and the initiative and its core concepts have been written into more than 90 bilateral and multilateral documents on China’s cooperation with other countries and international organizations. The GSI has also been lauded and reported on by numerous prominent international figures and esteemed media outlets.

In light of international security cooperation, the GSI has consistently advanced fruitful results, the report said. The initiative has been promoting the political settlement of international and regional hotspot issues, such as the Ukraine crisis, on which China stands firmly on the side of peace and dialogue, and will continue to play a constructive role in the restoration of peace.

China has also been contributing to maintaining and promoting security in the Middle East through the implementation of the GSI. In March 2023, with the support and facilitation of China, Saudi Arabia and Iran achieved a historic reconciliation in Beijing and decided to restore diplomatic relations. It’s widespread view that the China-facilitated improvement of relations between the two Middle East countries represents a victory for dialogue and peace, and has become another success in implementing the GSI, said the report.

On enhancing international security governance in artificial intelligence and other emerging areas, China upholds the principles of peace, development, inclusiveness, and shared governance to contribute to the exploration of new frontiers for global governance, according to the report.

The GSI has also been contributing to promoting global arms control and disarmament, fostering global counter-terrorism collaboration, strengthening international cooperation in outer space, and other aspects, the report read.

“The GSI has successfully fostered growing international consensus and cooperation,” Zhu Zhongbo, director of the Department for World Peace and Security Studies at the CIIS, told the Global Times at the Thursday ceremony.

The GSI has made significant progress in the past two years, achieving progress in various aspects including conceptual development, specific areas of collaboration, as well as the establishment of various international cooperation platforms, Zhu said.

When asked about some Western smears that the GSI and China’s actions are “self-contradictory,” Zhu stated that China's achievements and contributions to global security are there for all to see. "In response to the deliberate smears of a few with ulterior motives, China has already refuted their erroneous views with concrete actions," Zhu said.

Regarding the future implementation of the GSI, Zhu stressed that as a valuable public good offered by China to the international community, the initiative plays a crucial role in tackling a wide range of global security challenges. "China will not exclude cooperation with any country, and is committed to collaborating with all parties to advance this initiative," Zhu told the Global Times.

Amid the unprecedented transformation and turmoil, the international community should commit to the right path of common security, consistently put the GSI into practice, and work relentlessly for world peace and security, the report said.

The ceremony also marked the establishment of the Center for Global Security Initiative Studies, which will continue to conduct research on the implementation of GSI.
