Responding to a Global Times' question on China's recently released guideline on identifying (artificial intelligence) AI-generated synthetic content and China's position on AI governance, Chinese Foreign Ministry spokesperson Guo Jiakun said on Friday that China has proposed the Global AI Governance Initiative, and is actively supporting international cooperation to advance AI governance.
"We will continue to actively engage in dialogue and cooperation with all parties, share best practices, and promote broader global consensus on AI governance," Guo said during a regular press conference, while referring specific questions to the responsible department.
On March 14, four Chinese government departments unveiled
a guideline to standardize the identification of synthetic content generated by AI, which will take effect on September 1, 2025. The move aims to promote the healthy development of artificial intelligence, standardizing the identification of synthetic content generated by AI, protecting the legitimate rights and interests of citizens, legal entities and other organizations, and safeguarding the public interest, according to an official notice.
Guo noted that China upholds a people-centered approach and the principle of harnessing AI for good, strives to balance development and security, and promote both application and governance to ensure AI technology is safe, reliable, controllable, and equitable.
