When promoting OBOR, China should fully consider risk returns, and try to maximize returns while minimizing risk.
The policy option that works best for Vietnam is to befriend both the US and China, to be proactive in ASEAN, and to adhere to the universal principles of international laws and the regional well-established norms of behaviors and codes of conducts.
The US shouldn’t look for Vietnam and other ASEAN nations to pick sides between China and the US, nor should the US turn Vietnam into an ally. Both scenarios will jeopardize regional security.
We should be confident that China has the ability to control its interactions with the US.
